Do not bother attacking him if he is not frozen as it is a waste of ammunition. When he gets close interact with the cylinders and Verdugo will get frozen when frozen he will move very slowly and take increased damage. Scattered around the area are giant red cylinders or Liquid Nitrogen, these are the key to defeating Verdugo.
